NZQA Auditors Visit
20 August 2010: New Zealand Qualification Authority (NZQA) Quality Assurance personnel conducted an External Evaluation and Review (EER) with the Association of Cook Islands Tertiary Institute’s (ACITI) providers on the 2 , 3, 5 and 6 August 2010 in Rarotonga and Aitutaki.
The EER is a periodic evaluation of a Tertiary Education Organisation (TEO) to provide a statement of confidence (judgment) about the organisation’s educational performance and capability in self – assessment. In 2008 NZQA conducted its first EER with ACITI after it received its Accreditation a year earlier in September 2007. This is ACITI’s second EER were Pani Bird as lead evaluator and collegue Ewen Holstien are senior members of the Quality Assurance Division of NZQA.
They worked with the nominated divisions of ACITI for four days. Firstly they focused on Governance which is managed by the Tertiary Vocational Education Training Division (TVET) of the Department of Human Resource Development (DNHRD). The second focus area was at Cook Islands Trades Training Centre (CITTC) looking at the Carpentry course. The third focus area was CISA Level 2 programme in Aitutaki in the first part of the day were they caught the first flight to Aitutaki and came back to Rarotonga on the same day to focus on CISA Rarotonga. The final focus area was Food Safety at the Hospitality Tourism Training Centre (HTTC). The following are the guiding questions they evaluated and reviewed:
- How well do learners achieve?
- What is the value of the outcome for key stakeholders including learners?
- How well do programmes and activities match the needs of learners and other stakeholders?
- How effective is the teaching?
- How well are learners guided and supported?
- How effective are governance and management in supporting educational achievement?
The Director of DNHRD Frances Topa-Apera was very happy that the Quality Assurance duo notified her that the next EER will be in four years time as they had judged ACITI as confident about the organisation’s educational performance and capability in self assessment. Pani Bird and Ewen Holstien will send their final report. The report is due 20 working days after the auditor return to NZ.
